Regarding a Jewish person, if it is permissible to circumcise a son of Noah who is not Jewish, the halachic rulings were divided, and to halachah is it permissible to circumcise gentiles between Arabs and Christians, with as circumcise and ‘pere’ah’ as the religion says, and even for free of charge. But nevertheless it is better not to do it at all. And for the purpose of medicine, it should be forbidden, and in this too, it is allowed for money, or because of hostility (and today, according to most of those who are in the position of public medical service, cannot evade it, and there is a fear of enmity in this).
And simply, it seems that even a non-Jew himself can circumcise a non-Jew, which, as a matter of law, is permissible, but it is better not to issue a permit. And in any case to make a circumcise without pe’reah, it should be allowed.
And a non-Jew, if he can circumcise a Jew, the law is that in any case, anyone who is not a jew and the son of Israel as the religion and as a law, cannot circumcise a fellow Jew. And of course even those who are children of Israel, one should prefer a god-fearing mohel who is an expert in making the circumcise both in the halachic and medical aspects.
