Question

A person with a physical disability who cannot access the Torah can he recite the blessings of the Torah from his place?

Answer

One cannot stand still in his place and bless, because the person who ascends to the Torah must go up and stand next to the Torah and must also see the writing and read from it. and whoever has a physical disability who cannot ascend to the Torah, may bring him up and sit him next to the Torah scroll while sitting in a wheelchair and will bless the blessings of the Torah while sitting and there is no strictness in this, but he will try to read together with the ‘ba’al korah’.
