I wanted to ask

Where does the Torah say the concept of bar mitzvah at the age of 13?

How do we know that the boy became obligated at this age?

Hello & Greetings

The Torah does not explicitly state that at the age of thirteen the boy becomes obligated to obey the commandments, this law that at the age of thirteen the boy commits himself to the mitzvot and joins the minyan like a big man, was given to us by G-d at Sinai, and called halacha to Moses from Sinai.

Indeed, there are quite a few clues to this in the Torah that at the age of thirteen the boy became obligated to observe, and was called “ish” and called “big,” as I mentioned in the sources below.
