In cases that according to the opinion of the doctors, there is a danger (even far away) to the mother or newborn, such as in your case that the woman is diabetic and a persistent pregnancy may increase the risk of complications, it is permitted to perform expediting actions for childbirth, including the action of the striping. And it’s all simple.
As for the prohibition of Nidah (and this is the main question that exists in this). The opinion of Maren Rabbi Ovadia Yosef Zatzkal, there was room to say that even if as a result of this action there was little bleeding (but not a real bleeding, which is probably the beginning of childbirth), the wife is still allowed her husband. However, there is evidence that this was asked by Rabbi Yitzhak Yosef Shalita, and said that even to the opinion of his father, Maren Hagari z”l, this should be stricter.
