Question

 If someone see a man that driving at Shabbat’s night, and he driving without lights, it’s allowed to say to him to open the lights because it’s dangerous to the people or it’s better to ignore because it’s Chilul Hashem? 

Answer

 It’s allowed, but he need to say him shortly only about the dangerous,

And the Rabbi Ovadia Yosef doesn’t loved the thing to shout about them.
