Question

 I am having landlord issues in which I feel he is unfairly blaming me for damages. My specific question is whether i am obligated to offer him to go to beis din vs. civil court (he is Jewish).

Answer

Hello & Greetings

It is our duty as Jews to administer all legal laws in courts that rule according to the law of the Torah, and not to turn to civil courts that rule according to Gentile law.

Therefore, if you have come to the conclusion that you cannot get along with an understanding, you should suggest that he sue you, in a financial court only. Also, if you want to sue him, you must do so only in a rabbinical court of Jewish law.

If he refuses to come to the court, after three invitations, the court will permit you to prosecute him in the civil court.

If he is a person who is known to disobey the law of the Torah, and he explicitly tells you that he will not come to the court for financial matters, the adjudicators allowed to apply directly to the courts even without the permission of the court.
