הרב יוסף חי סימן טוב משיב כהלכה

Question

Is a person who cannot recite the blessings of the Torah, such as an Alzheimer’s patient who, mid-blessing, forgets what they are doing and is afraid of reciting a blessing in vain, not allowed to study Torah without the blessings of the Torah? Likewise, is it permissible to recite words of the Torah in front of someone who has not recited the blessings of the Torah?

Answer

Even someone who cannot recite the blessings of the Torah is not exempt from the obligation to study Torah. Likewise, someone who has not recited the blessings of the Torah can recite words of the Torah in front of them, even if they also recite, contribute, and study with them, and the light contained therein will return to Hashem.

Attention: You should not learn from one case to another, each case must be analyzed individually. Generally speaking, it's always best to have contact with a Rabbi in person, not just virtual contact. Note that where there is a local Rabbi("Mara Deatra"), one should ask him. The answers are under the responsibility of the rabbi who responded, and not under the responsibility of the website and/or the Head of the Institution.
