Regarding makeup on Shabbat (the prohibition of coloring), is this written in the Torah?
If so, where?
All thirty-nine categories of labor prohibited on Shabbat, such as cooking, slaughtering, writing, and similar labors, are derived from the work of the Tabernacle. In the Tabernacle there was coloring, as they would make markings (color) on the animal hides of the red-dyed ram skins, as explained in the Jerusalem Talmud (Shabbat, chapter Kelal Gadol, halachah 2). Thus, the prohibition of coloring is also a Torah prohibition.
Therefore, it is forbidden for a woman to apply makeup to her face on Shabbat or to apply kohl to her eyes, due to the prohibition of coloring. However, you may apply powder to your face on Shabbat, even colored powder, provided that it is not mixed with an ointment or cream, and likewise that no ointment or cream was applied to your face beforehand.
PLEASE NOTE*
Attention: You should not learn from one case to another, each case must be analyzed individually. Generally speaking, it's always best to have contact with a Rabbi in person, not just virtual contact. Note that where there is a local Rabbi("Mara Deatra"), one should ask him. The answers are under the responsibility of the rabbi who responded, and not under the responsibility of the website and/or the Head of the Institution.
