Is it permitted to recite a blessing over a fruit of Orlah (from a fruit tree planted in the Land of Israel before three years have passed since planting – outside the Land of Israel, the obligation is rabbinic, being much more lenient) or Tevel (fruit from the Land of Israel over which terumot and maasserot [tithes] have not yet been consecrated), that emits a pleasant smell?

It is forbidden to enjoy the fruits of Orla, and this includes enjoying the smell of the fruits of Orla intended for aroma; therefore, one should also not recite the blessing hanoten reach tov baperot [“who gives a good smell to the fruits”] over them. [As for fruits that are not intended for scent but for consumption, rabbinic authorities (poskim) disagree on whether it is permitted to smell them, and it is advisable to be strict].
However, it is permitted to enjoy the fruits of Terumá, as they are not prohibited except for consumption or for use that causes damage to the fruit. Therefore, it is permitted to recite the blessing “who gives good fragrance to fruits” over the fragrance of Terumá fruits.
