Sometimes I borrow sugar or milk from my neighbor, or lend her some. Must this specifically be done in the presence of witnesses?

A small loan of a few pennies does not require a document or witnesses, particularly when the parties know one another, and this is indeed the customary practice. However, one who lends an amount about which people ordinarily are particular must lend it in the presence of witnesses; it is even preferable to use a written document. The same applies to lending products or consumable items, where another item is returned in their place: they should be lent with a document or witnesses, unless they are insignificant items about which people are not ordinarily particular because they are of little value.
Nevertheless, if the borrower and lender trust one another and know one another, those who are lenient and do not write a document even for large sums of money have grounds upon which to rely.
